It says "at the heart of liberty" not the heart of Christianity. I would be helpful to see this in context. Where can I find the entire thing? Thanks.

If I'm not mistaken, the quotation comes from one of Supreme Court Justice Anthony Kennedy's opinions. Perhaps the illustrious Presiding Bishop has cribbed it from Justice Kennedy?

Why can't we have leadership like this? A response from BXVI:

For believers to uphold the values of their faith “is often labeled as fundamentalism,” he noted. As a result, “relativism, that is, allowing oneself to be carried about with every wind of ‘doctrine,’ seems to be the only attitude that is fashionable.”

Against what Cardinal Ratzinger termed “a dictatorship of relativism that recognizes nothing as absolute and which only leaves the ‘I’ and its whims as the ultimate measure,” the Church offers Christ as the true measure.

I think Justice Kennedy in turn cribbed that quote from Locke. Locke defines liberalism as the right to pursue one's own vision of the good life.
